Top Talent Pass Scheme (TTPS)
Launched in late 2022 by the Hong Kong SAR Government, the Top Talent Pass Scheme (TTPS) is a fast-growing talent admission programme for global elites. It recruits high-income professionals and graduates from top-ranked universities, with no pre-existing Hong Kong job offer required for application. Approved holders can freely work, switch roles or start businesses locally. To date, over 200,000 talents have entered Hong Kong through the TTPS, and 13 new universities were added to the eligible list in 2025.

Application Requirements:
Category A (High-income Talents): Applicants with an annual taxable income of HK$2.5 million or its foreign currency equivalent in the full year prior to their visa application.
Category B (Experienced Top University Graduates): Applicants who hold a bachelor’s degree from a recognised eligible top-100 university and possess a minimum of 3 years of work experience accrued within the past five years before application submission.
Category C (Recent Top University Graduates): Applicants who have obtained a bachelor’s degree from an approved top-100 eligible university within five years prior to application, with fewer than 3 years of working experience.

Processing Time:
Category A (high-income talents) generally
takes up to 4 weeks, with qualified cases approved in merely 12–14 days with
valid official tax records.
Category B takes 4–6
weeks for academic and employment verification, while
Category C requires 6–12 weeks due to its annual quota of 10,000 applicants and variable application volumes.
Required Documents:
1. Category A Required Documents- Official tax clearance records (bank/salary slips are inadmissible)
- Authorised company income proof covering salaries, allowances and stock benefits
- For business owners: audited financial reports, corporate tax filings and shareholding proofs
2. Category B & C Required Documents- Degree certificates and official academic transcripts
- Valid academic verification (Xuexin / Ministry of Education authentication)
- Only for Category B: official employment proofs verifying 3 years of qualified work experience
3. Dependent Required Documents (Spouse & Children Under 18)- Individual visa form, valid travel and ID documents for each dependent
- Legal relationship certificates (marriage certificate / birth certificate)
- Applicant’s statutory declaration of sufficient financial support for dependents
Category B & C (Top University Graduates) exclusive documents
Verified bachelor’s degree certificates and academic qualification authentication reports. Category B applicants must additionally provide formal employment proofs to verify at least 3 years of qualified work experience within five years prior to application.

application filing with file number generated. Standard review and background
checks; RFC supplementary requests add 4–8 weeks if documents are incomplete.
3. Approval & E-Visa Issuance (1–3 days): Receive official approval notice, settle related visa fee and get instant e-visa.
4. Visa
Activation (3–6 months): Complete first entry to Hong Kong within
the valid activation period stated on the e-visa.
5. HKID Application (Within 30 days of arrival): Book an
official appointment and apply for a Hong Kong identity card.
