Quality Migrant Admission Scheme (QMAS)

Launched in 2006, the Quality Migrant Admission Scheme (QMAS) recruits global high-calibre talents to boost Hong Kong’s economic competitiveness. Approved in the 2022 Policy Address, the annual quota was temporarily waived from 1 January 2023 to 31 December 2024, alongside a refined scoring system to lower entry barriers. The recognised university list was also extended to 198 institutions in November 2024, expanding graduate eligibility.
QMAS allows eligible talents to apply without a pre-arrival local job offer. Applicants are assessed via either the General Points Test or Achievement-based Points Test after meeting basic statutory requirements. Successful applicants can sponsor their spouse and unmarried dependent children under 18, so long as they can independently cover family living costs without public aid.

Application Requirements:

QMAS eligibility comprises two official assessment tiers: four mandatory prerequisites and a revamped 12-criterion General Points Test. Applicants must satisfy all four prerequisites and meet a minimum of six out of twelve scoring criteria for qualification.
(A) Four Mandatory QMAS Prerequisites (Official)
  • Age: Applicants must be aged 18 or above at the time of application submission.
  • Good Character: No criminal convictions or adverse immigration records in Hong Kong or any other jurisdictions.
  • Language Proficiency: Possess fluent competency in English or Chinese (Mandarin/Cantonese).
  • Basic Academic Qualification: Hold a recognised bachelor’s degree or equivalent professional/technical qualifications with supporting proof.
  • Financial Sufficiency: Demonstrate independent financial capability to cover personal and dependents’ living and accommodation costs in Hong Kong without public assistance.
(B) General Points Test: The 12 Objective Criteria (Must meet ≥ 6)
The Hong Kong Immigration Department overhauled the selection mechanism by replacing the old cumulative points system with a clear "Yes/No" matrix comprising 12 specific criteria across 6 categories.

    (9) Do you have at least 2 years of overseas (including HK/Macau/Taiwan) work experience?
    (E) Income(10) Was your total personal income in the year immediately preceding the application HK$1 million or above (or foreign currency equivalent)?
    (F) Business(11) Do you own a compliant business/company with a net profit of HK$5 million or above in the past year?
    (12) Do you hold at least 10% of equity shares in a publicly listed company?
(C) Core Document Checklist:

  • Identity Documents: Valid passport biodata page, national identity card, and a recent colour passport-sized photograph.
  • Financial Proof: Latest 3–6 months of personal bank statements (savings or fixed deposits), or official valuation documents for securities and real estate assets.
  • Academic Credentials: Graduation certificates, official academic transcripts, and verified qualification assessment reports issued by authorised institutions, including CHSI, WES or HKCAAVQ.
  • Work Experience Proof: Formal employment reference letters verifying job title and service period, service certificates, and supporting documents to confirm employer’s reputable background.
  • Criterion-Specific Supporting Proof: Targeted documents corresponding to individual scoring items, such as official tax assessment records for high-income criteria, professional or STEM course syllabi, and public listing announcements for business or equity-related qualifications.
