New Capital Investment Entrant Scheme (New CIES)

Launched by the HKSAR Government, the New Capital Investment Entrant Scheme (New CIES) is a residence-by-investment immigration pathway tailored for high-net-worth individuals worldwide. Unlike skill-based schemes such as ASMTP, QMAS and TTPS, New CIES requires no job offer, academic background or work experience. Eligible investors obtain Hong Kong resident status through qualified capital investment, with the right to apply for permanent residency after 7 years of continuous ordinary residence and sponsor eligible dependent family members.

Application Requirements:

Application Eligibility:
  • Age & Residency Status: Aged 18 or above; open to foreign nationals, Macao residents, Taiwan residents, and Chinese nationals with overseas permanent residency.
  • Net Asset Requirement: Possess a minimum of HK$30 million net personal assets held for two consecutive years prior to application.
  • Personal Background: Hold clean criminal and immigration records, and prove sufficient financial capability to support personal and family living expenses in Hong Kong.
Investment Rules
  • Minimum Investment Amount: A total of HK$30 million in permissible Hong Kong investment assets.
  • Investment Portfolio: At least HK$27 million in eligible financial assets and/or residential real estate; the remaining portion covers specified alternative investment categories.
  • Holding Requirements: Investments must be newly made after the scheme launch and maintained continuously throughout the residence period; premature withdrawal will affect visa validity.

InvestHK conducts asset and investment assessment first, followed by Immigration Department visa vetting. The standard overall processing period ranges from 4 to 6 months upon submission of complete documents. Additional verification may extend the timeline during peak seasons or document supplementation

Net Asset Verification Documents
Official two-year continuous net asset valuation reports certified by licensed financial institutions, bank deposit statements, securities account records, real estate ownership certificates and valuation reports, corporate asset proofs (if applicable), and other legally recognised personal asset supporting documents to prove HK$30 million minimum net assets.
Qualified Investment Documents
Official transaction records of newly made Hong Kong investments including eligible stocks, bonds, funds, real estate or approved alternative investment assets; investment portfolio holding slips, capital injection proof, and institutional confirmation letters verifying compliance with New CIES investment regulations.
Financial & Compliance Declarations
Personal financial status declaration, source-of-funds explanation, tax compliance records, no-bankruptcy declaration, and self-declaration of no adverse immigration or legal records to confirm full compliance with HKSAR immigration policies.
Dependent Family Documents (If Applicable)

Marriage certificate, birth certificates of dependent children, family relationship certification, valid identity and travel documents of spouses and unmarried dependent children under 18, and proof of sufficient financial support for accompanying family members.

Application Procedures:

  • 1. Pre-case Eligibility Pre-assessment: Conduct self-verification on personal net assets, age, background and financial qualifications to fully meet the official New CIES entry criteria.
  • 2. Comprehensive Document Compilation: Gather, sort and organise all required personal identification, net asset certification, financial proof and prospective investment supporting documents.
  • 3. Formal Asset Verification Application: Submit a complete net asset review application to InvestHK for official eligibility assessment and validation.
  • 4. Obtain Official Asset Qualification Proof: Wait for InvestHK’s official review result and obtain the formal asset eligibility certification for subsequent visa application.
  • 5. Submit Visa Application to Immigration Department: File the formal Hong Kong residence visa application package and settle all prescribed official application fees.
  • 6. Receive AIP & Complete Onshore Investment: Upon obtaining Approval-in-Principle (AIP), enter Hong Kong as a visitor and complete all qualified investments within the valid 180-day stay period.
  • 7. Post-investment Compliance Confirmation: Submit completed investment transaction records and relevant documents to InvestHK again for official compliance verification and confirmation.
  • 8. Formal Vetting & Final Visa Approval: Undergo background check and official vetting by the Immigration Department, supplement relevant materials if required, and obtain formal visa approval.
  • 9. Visa Activation & Initial Residence Grant: Activate the official electronic resident visa via Hong Kong entry procedures, and obtain a 24-month renewable residence visa for the applicant and eligible dependents.
  • 10. Long-term Compliance & Permanent Residency Application: Maintain continuous qualified investment portfolio and regular visa extensions. After 7 years of continuous ordinary residence in Hong Kong, apply for Hong Kong permanent residency status.
